having been part of the German Reicht before 1914, btween the end of World War I and 1923 this area of Memel (german) or Klaipeda (lithuanian) was part of the League of Nations administered territory of Memel following the treaty of Versailles. In 1923 it was incorporated into Lithuania. Although France administered the territory, on 9 January there was an uprising, leading 4 days later to Lithuania taking control of the strip of land. The allies accepted Memel as an autonomous region within Lithuania and in 1924 a treaty was signed in Paris, the Memel statute, formalising this. This monument is I suspect , to those who fell during the insurrection, viz 20 Lithuanian insurgents.

The monument was designed by the architect and artist Adomas Brakas 1886 – 1952 a leader of the uprising Klaipėdos sukilimas and who died in incarceration in Siberia. An art school here is named after him.
This monument is formerly a granite border stone between Germany and Russia, and the inscription transcribes as to those who died for freedom. The emblem is the Jagiellonian Cross, the Cross of Lorraine or Vytis Kreuz which appears on flags of Hungary, Slovakia and Lithuania.
